Very bad financial situation going on - WHAT CAN WE DO?

We have Verizon for our phone and internet service. As of right now, we owe $650 in phone bills, for alot of bull**** that has been going on.

Backstory: My mom took over my sister paying the phone bill because my mom felt bad about her paying the bill (mistake #1). After this, my mom ordered the Verizon HUB and didn't like it (mistake #2) so she decided to send it back. We also got BlackBerry storms (mistake #3) and the bill was billed to my sister, not my mom (which was absolute BS, mistake #4)

So we sent the HUB and BB's back, but they STILL continue to charge us for them! So basically we're paying for things that we have sent back! We haven't even gotten our ****ing credit back for them and my mom can't contact Verizon to negotiate this matter.

Is there anything we can do to make them drop this outrageous bill? We are in danger of losing our phones and our internet, and it seems that there is nothing that can be done. Please help me and my mom out here! We can't deal with this BS.
