Verizon Wireless Talk/Text Plan question?

If I get a new plan with VZW Talk/Text, the plan includes unlimited text/vid/pic messages to anyone and unlimited calling to all VZW customers right? If I choose the 900 minutes plan, is that 900 minutes for use with other networks and non VZW customers? Thank you for your help
