Verizon Wireless ring tones work if I don't have online on my phone?

I have and Env2, and the internets shut off, and for some strange reason picture texts, and audio or whatever don't work either just regular texting works, Sooo what im trying to ask is If I buy a ring tone off the verizon website will it be able to get to my phone, and will i be able to use it?lol
