Verizon Wireless "In" calls. Are they free for the receiver?

My friend from another state called me at peak hours [not 9 p.m.-6 a.m.] and I wanted to know if I would get charged minutes for it or if it's free?

Me and my friend have different providers. It was on peak hours [9 p.m] for her.
