verizon wireless data plan?

Why does Verizon Wireless force you to get a $30 data plan if you plan to get a smartphone or blackberry when almost all of them are equiped with wi fi. I like to use Smartphones because i feel i can do more stuff with them than normal phones like sync music via bluetooth and sync videos from a computer. The closest normal phone to a smartphone verizon has is the LG Env Touch which now also requires a $9.99 data plan
