Verizon wireless $30 fone plan..does it work if you have a family plan?

Ok so i wanna get the Motorala Droid...but in order to use the internet and all the stuff u need to get a $30 monthly payment...

So my dad is insisting that they will make him modify his account because of this fone...
Also, he said that in the extra $30 payment..i will not get unlimited internet and i will waste extra minutes if i use it too much.

Am i able to still get this fone and pay while im under a family plan? PLease include details..thanks
