verizon problem with returned phone order?

So I got the samsung intensity about 2 weeks ago and returned it to exchange it for the Verizon Env3 because the intensity sucked. I ordered the phone online and already paid the difference and all of that. My question is, how long is this suppose to take to get my new phone? The verizon guy said it might be stuck in queue. What does that mean? Verizon is starting to annoy me now!
