Verizon Minutes? for people that know?

Ok my dad has the family plan on verizon and we have a message sharing allowance of 1,400 and we have all used up 621 and we have 721 remaining minutes which means we share those minutes..i call people that are not verizon so, will my dad be charged extra just becuase i call people from other carriers even though we havent passed our minute allowance(1400)or well all the charges be apllied normally..and its 4 phones
