Verizon Iphone contract?

Say I have a iPhone 4 and my contract with Verizon isn't up and I want to sell my phone. Can the buyer get it activated with another account after my numbers been transferred to a different carrier and the service is off but the contract hasn't been 2 years yet....Thanks =D
