Verizon charging Internet plan on all phones?

I just bought the env3 today, and the man who sold it to us told my father and I we had to pay $10 every month for internet, whether or not we used it. I thought this was strange considering it isn't a smart phone and I wasn't buying the phone for internet purposes. He said that starting today (Jan 17th), Verizon is charging most phones (smartphones or not) internet. I'm just curious if this is truth or if the guy just wanted to get us to spend more money.
Not sure if this matters...but we were updating our plan not opening a new one.
 
It sounds like the salesman was trying to increase his commission by making it seem like you had to add the data plan in order to purchase the phone you wanted. I haven't heard of any such requirement for non-smartphone's. Wireless carrier's would lose a lot of business if they made unlimited data a requirement because there are still a large amount of customers out there who do not use the internet from their device and do not have an interest in it. Secondly, even if Verizon did change the data plan requirement, you would've been grandfathered in which would have excluded you from having to add the unlimited data due to the fact you had that type of phone before the requirement was set in place. I would call Verizon customer service to double check the representative's information.
