Verde salsa you get at taco stands and taco cabana?

Is it made out of jalapenos or tomatillos or both?
Are tomatillos hot?
I think I'm going to try both and I'm going to roast them with onions and add a little cilantro and lime.
Should I add roasted garlic or green chillies?
