Vb.net - How can I get the menu items in another application's menu bar?

I need to get the active applications menu bar items and their sub items (the File, Edit, View etc buttons that are usually under the title bar and the text in the menus that pop up). I'm trying to make a mac styled taskbar thing for windows. Please Help! C# examples are fine too. I thought User32.dll might help but I couldn't find what I needed.
