uti in nc admission requirements?

i was searching for states that allow undocumented students to enroll on their colleges wen i found out that north carolina jus passed a bill allowing all undocumented students who graduated from u.s. high schools to enroll in any nc community college. i was wondering if UTI was considered a community college & if not then wat are their views on undocumented students enrolling.
