Using non t-mobile android phone on t-mobile carrier?

I understand that if you are using one of T-mobile's Android phones on T-mobile, they may force you to purchase a data plan on it. I want to know if this is the case for Android phones that are not sold by T-mobile (unlocked phones).

Additionally, has anyone gotten t-zones proxy working on android phones?
