Using cats as coyote bait.?

I live in Northern Michigan in a somewhat rural area. At work yesterday a fellow employee who traps coyotes and foxes as a hobby told me that he uses cats as bait in his traps. He has 400 traps and tells me that cats make the best bait and that they are easy to get. He told me he finds free cats all the time on bulletin boards, classified ads in newspapers, penny savers, signs in peoples front yards, etc.
People are giving these cats away for free, thinking that they are going to a good home while other people have found a lost cat and are trying to find the owner and this guy comes along and claims it as his. These people don't know that this creep is taking their cats, killing them, chopping them up and using them as coyote and fox bait. I had nightmares all night last night thinking about it. It makes me sick and angry to think that someone could be doing something like this. I find it disgusting, morally reprehensible and quite possibly illegal as well.
If I thought that this guy was joking or pulling my leg I wouldn't be here, but I believe he is serious and really doing this. I want to report this to someone but not sure who would best handle it. The local humane society? the ASPCA? The DNR, The police? Who? I think someone should investigate this.
