Using an Android phone on T Mobile without data plan?

I am going with T Mobile soon, and will only use the calling and texting features, while using wifi for the internet. T Mobile requires a web service for the phones, so is there a way I can swap my sim card with an Android phone I buy from somewhere else and not get charged for the data plan?
