Used Xbox 360 or New 360 arcade?

Im looking to buy my 1st Xbox 360 but im on a budget. Im not sure if i should go for the new Arcade at 150$(american) then buy a refurbished 20GB hard drive.My other option is buying a refurbished Xbox at Game Stop that includes a 20GB HD, 2 controllers and a head set for an extra 30$. I have concerns about buying refurbished due to red ring overheating and Live Ban issues. What would you recommend. THX
