Use XP to make a flash drive bootable?

I have a tablet PC with no OS on it, but it's too weak to run Win7, so I need to load WIndows XP Tablet PC Edition on it. I have the ISO and I need to install it onto the PC from a flash drive, but this computer only uses XP so I cant us command lines to create a bootable partition. So how do I set up my flash drive with XP to install Tablet Edition onto my tablet?
