use factory jets?

I was looking through the J&P catalog for exhausts, in the area where it lists the jet kits it read " use factory jets ". Does this mean the S50 already runs rich enough that it doesn't require rejetting with after-market exhaust? I also have sooty build-up on each side of the hub where the exhaust ends. Does this mean that the bike is running rich?
 
The VS800 generally runs fine with the factory jetting when you switch to aftermarket pipes, which is why they tell you to keep the stock jets. The most I have ever had to do on a VS800 was remove the EPA caps and adjust the mixture screws.
