US Tax on UK citizen/resident for a Cashless NQO Exercise?

I am a UK citizen and resident. I did a cashless exercise of NQOs via my employers broker in the US. I was taxed on the gains at 41% which is a strange figure I can't find documented anywhere.

Can I claim it back? If so how?
If not, will I have to pay UK capital gains on the remainder?
