US Navy advancement... what can i do in this situation?

Get a copy of the regulation you speak of that directs that you be allowed testing. Take it up the chain of command. If this doesn't help take it to the IG.
Then transfer over to another service.
 
I just received the results for the March cycle. I scored in the 99th percentile, sure to advance right? Not really. I checked into my command Sept. 1, stayed for 2 months, then attended a 60 day C school(top of my class), came back for over 3 months and took the exam. I have a eval from a school standard Promotable that everyone in my a school received. I was never given another evaluation from my command during the next eval cycle, which landed when I was TAD to C school. I was told by my LPO and Chief that a special eval was not possible. Now I have found out it was, not only possible but required by direction. What can I do? I feel that my chains failure to execute their duties has hurt my career, especially in a rate that could easily fall to a 1 to 2 percent advancement rate next cycle.

I am on shore duty.
I brought this to several first classes as well as my chiefs attn prior to the exam.
I am a outstanding sailor and receiving an EP for the june cycle.
Any way to fix this?
