US Citizen-can I petition my brother in law?

I'm a US citizen married to a permanent resident. I read on the USCIC webpage that a permanent resident can petition wife/husband and an unmarried child of 21 but I didn't see anything about a permanent resident being able to petition his brother/sister

My question is, can I peition my brother in law? He's not a blood relative so does this count?
