I don't think that is possible, and if it were, they would still charge you the data plan fee, as they will not sell you the phone with out the data plan.
Yes there is a way to block it. Both of my daughters have Blackberries, but I have requested that they dont have the access. It was no problem. But I still have to pay for the data plan.

if i get a phone that requires the internet on it is there a way that i can pay for the internet but have them block it because im only 13 and my parents think i would get on it during school but what im asking is can i have the internet service on my phone and pay for it but have them block it???
