US Cellular Question - Do I need to have the mobile web plan?

Hello!
My mobile phone carrier is US Cellular.
For certain phones, they tell you that you need the 19.95/mo mobile web plan. I, personally believe that they just want my money.
Is the mobile web plan REQUIRED for certain phones? Can you just turn off the web feature on certain phones?
