im 83/84 on the districts, ive beatin story mode and am maxed infamous karma, all i got left are shards and that little area northeast most of warren island i cant figure out how to unlock, i thought it might be a locate the package side quest that u get from taking down a bad guy in the area but theres noone there to kill expect for the suicide bombers that respawn and the scoprion things. anyone else haven issues with this too? any info would help
