Unlocking phones?! need help!?

Why can't most phones be unlocked onto the 3 network? :/ I tried to unlock a few phones but none of them could be unlocked to 3 :/ need help!
 
I am not sure about your comment. Because i myself has unlocked couple of mobiles successfully, locked to 3 network. May be you could have not tried from a good source. You can try unlocking from Prounlocking.com This site provides accurate unlock codes at affordable cost not only for # network but also for most of the international GSM networks.
