unlocked phone and sim card

i'm planning on buying an unlocked phone and switching over to cingular.
do the phones come with a sim card? they dont seem to be listed at the seller website's 'box contents' . zoomcell.com
or does cingular give you a sim card when you switch over to their service?
i'm currently on verizon(cdma), so do not have a sim card.
 
Unlocked phones do not come with SIM card. However you will get a SIM card when you sign up with Cingular. Remember to get the cheapest/free cell phone from Cingular with the best features so you could re-sell to cover some of your unlocked-cell cost.
