Unlocked mobile phone + any sim card = good to go?

I'm looking for a cheap phone to use while my normal one is stuffed. If i get a cheap "unlocked" phone, will I be able to just get a starter kit (say, 3 or vodaphone) stick the sim into it and go?
 
You can get an unlocked SIM and use any GSM SIM card with it. But you would not be sure how safe was it unlocked. Certain unsafe unlocking methods would give problem in accessing with other networks. So it is better to get a network locked mobile phone at low cost and unlock it yourself safer and easier using unlock code.
