University says the deadline is February 1st. Can I apply on that date? Or 1 day before?

If the univeristy says that the deadline is Feb 1st. Does that mean I have to apply by Jan 31st? Or can I submit the application on february 1st?

Applying at University of Michigan
yes i am a professional procrastinator.

I am in Varsity procrastination team
and already got a 5 on AP Procrastination exam
i cannot ask them now.
its saturday they are closed
My recommendations
Transcripts
Test scores were submitted in december

All i have to do is submit the online application and pay!
 
you can still apply that day, just as long as the application gets in before 12:00 am February 2
 
Getting everything together like your transcripts, recommendations, and test scores a day before applications due is not a wise idea. I believe trying to get them together now is a little too late as well.
