University of California out-of-state tuition?

Can I pay out of state tuition my first year, and then get an apartment in-state and pay in-state tuition the following year?
 
Each state has resident for tuition purposes requirements in their statutes. Generally speaking, being a resident of California and being a resident of California for tuition purposes are two different things. In the state of California, according to the UCLA registrar's website, you must be able to be deemed independent according to the FAFSA standards. You will need to provide copies of all of your California State Tax Returns as well as your Federal Tax Returns. A letter from your employer verifying your permanent address and dates of employment and a copy of your most recent pay stub. A copy of your California driver's license or state issued ID. If you own a car, proof of the date the car was registered in California. Documentation of the date you established a bank account in the state of California.
