Reconstruction (1865-1877). Congress wanted a harsh peace against the south, but Johnson advocated Lincoln's soft peace. Congress then tried to impeach Johnson but failed.
FDR's court packing - FDR wanted to increase his power in the Supreme Court by expanding the number of justices. Congress shot this idea right down and embarrassed Roosevelt.
