Understanding Electricity? Please help. :)?

Im in an AP Physics class and we are currently discussing physics.

There are a few things Im a bit confused about.

1. If a neutral object were to become positively charged, would the mass of the object increase or decrease? What if it were to become negatively charged?

2. When you rub a ballon to charge it, and it sticks to a wall, does that mean the wall is charged as well?

Now here is an actual homework question I dont understand how to do. (Im not looking for the actual answer. Just how to solve the problem, and what formula I'll need.)

Q: A glass rod rubbed with silk acquires a charge of +8.0*10^-10 C. (a) What is the charge on the silk? (b) How many electrons have been transferred to the silk?

I think the formula I'm supposed to use is q=ne (Quantization of Electric Charge)
