Undersize Bearings in a Chrysler 2.7L Engine?

I recently purchased a 2001 Chrysler Concorde that has 83,000 miles on the car. I purchased the car knowing the engine was needing repair (I knew the engine needed repair before I purchased the car). The engine had failed due to a timing chain tensioner failure; however, the engine had also been left open to atmosphere for a significant period of time so I am doing a complete teardown and rebuild on the engine. So far all components (except timing chain components) have been in good to excellent shape but I did find a surprise on the crankshaft. The rod bearings were 0.010 inch undersize and the main bearings were 0.020 inch undersize.
My question is would Chrysler build an engine with undersize bearings at the factory or is this the second time that this car has needed engine repair? The previous owner purchased this car used at 40,000 miles.
Any knowledgeable input would be appreciated.
