Under what legal law should I sue someone who caused me mental anguish and

discriminated against me? This is not employment related it is the defendants attorney told me that due to my disabilities that they filed Sanctions on me on a closed case and it caused me to have nightmares, high blood pressure, high blood sugar and to be hospitalized on the Cardiac floor for irregular heart beats that they caused and to be hospitalized on the psych floor for nightmares that they also caused the nightmares that they caused made me scream in my sleep for them to stop violating my civil rights.

I know that this is not Section 504 of the Rehabilitation Act of 1973 so please tell me what law covers my situtation. It was discrimination based on my disability but what law covers it.
