unclogging my mazda RX7 gas cap overflow?

Tree leaves have clogged the drain where water drains out around my gas cap. It now has water sitting in it all the time as it rains in Florida everyday. I've taken a long plastic pole and stuck it way down into the hole and also put vinegar in it but it's still clogged and no water can drain out. Thank you if anyone that has resolved this problem can help me.
 
You can find the drain underneath the car and blow compressed air (from an air compressor in a shop) through the drain from underneath. Same goes for convertable top drains.
