Unactivated, locked, non-jailbroken iPhone desired to be used as an iPod?

I have an iPhone that, due to forensics cleaning, has necessitated the immediate reomval and destruction of the sim card, as well as a system restore (in that order).

I was unable to boot the phone (it said it needed a SIM card), so I went to my ATT store. They gave me an unactivated blank SIM card (GO mobile card). There is no longer the "Insert SIM card," but it now only displays the "Connect to iTunes" message. When connected, iTunes wants me to activate phone (name, CC#, etc.), which I am NOT doing.

I have read that you simply jailbreak the phone, but most apps I have found do not jailbreak an unactivated iPhone (or appear not to do so, anyway). It is an original iphone, model a1203, firmware updated to 3.1.3.

All I want is a working iPod, without cell service. Help, please?

There is no "Later" option... There is a cancel option, but that simply puts me back where I started.
