In the UK the rail system is privatised with some companies providing the trains and other companies providing and maintaining the infrastructure (the latter overseen by Network Rail).
Why then, do the government provide the rail carriages? If ticket income is split between the service provider and Network Rail (and its subcontractors) surely they should be paying for their own carriages?
