...parents to sue schools? If the school is found guilty this must mean that compensation will be
come from the school and paid by the Local Education Authority which gets it's funds from the County (i.e. money raised from the Council Tax) which must mean that the more fines that are paid the higher the Council Tax must be raised to be pay the fines.
Who receives the fines?
Surely, the only people that will actually gain from this are the legal profession and the fines will be borne by Council Tax payers (surely circular taxation?)
So how will this improve the education system?
