You should be able to do this from either the add/remove programs dialog or either the command line or the synaptic package manager by looking for the package flashplugin-nonfree.
For command line, type:
"sudo apt-get install flashplugin-nonfree"
Then put in your password when it asks for it.
PS - The nonfree doesn't mean you have to pay for it, just that it doesn't fit the GNU definition of free software. In other words, it's not open source.
