Of these choices the answer would actually be D. Here is why, the U.S. wanted to create ethnic homelands without taking away from any nations "home" territory. While everyone agreed that Germany would have to give back territory that it captured during the war, the U.S. did not agree with the conditions of Germany giving up their home territory. What is this territory? The Saar, the Rhineland, the Sudetendland, and the Danzig Corridor. Some actually argued that forcing Germany to give up this territory might lead to another world war. Hmmm.

Anyway, choice B doesn't make any sense, how would this matter?

C--reparations? The mechanism for reparations was certainly in place in the Versailles. That is a major reason why the U.S. did NOT sign. They were too drastic and gave Hitler a rally cry for the Nazis.

A---We did this anyway after the war.

This subject is much too complicated to be answered in a multiple choice format.
It was a combination of MANY things - most of which you do not mention.
