Who is technically the president of the Senate? Who performs this job on a daily basis?

The President of the Senate is the Vice President of the United States. Currently, that office is held by Dick Cheney. In the case of a tie, the President of the Senate gets to cast the deciding vote. It's one of the checks that the executive branch has on the power of the legislature.
