So I was born in LA and came to CA in September 2008.
I have been going to a local community college, renting an apartment with roomates, and I started working in September 2010.
I am 19 years old and no parents/guardian reside with me in CA.
I did online research and I know to be able to apply as a CA resident, I need to have financial independency, which I am doing it since Sept 2010 when I started working.
I also know I need a CA driver license, and voting registration.
Online materials say that my intent to be CA resident has to be hand in to somewhere.
My questions are:
1. I don't really understand what does it mean by "intent". Is there a form from a federal department that I have to fill in?
2. If there is a form, when and where do I hand it in? Now(while I am still working and getting my taxes report ready)? OR 1 year from I started working?
3. *******IMPORTANT*****
What are the procedures??? (eg. step 1: get my tax report; step 2: send in my intent to ?)
I know what requirements I need.
I just don't understand fully what those websites are saying
So I would appreciate it if any of you can simplify the procedure rather than provide me a website link :/ because in the end, I would feel frustrated again)

To qualify as a resident, the student must meet the following requirements:
1. Must have been physically present in California
2. Must have taken steps to make California his/her sole state of residence as of one year and one day prior to the first day of the semester for which the student is being admitted.
I know this is very simple already, but I just can't figure out what are the steps I should take.
Especially #2, so 1 year + 1 day prior, does that mean I have to hand in my intent now? or 1yr+1day since my job started??
