TV tuner - can I watch TV on my monitor without cables?

I am buying a desktop and confused that should I add TV tuner with it or not. I live in a dorm and don't have any cable connection. I do have internet connection but it is very slow and I am not sure if I can watch them online.

So do these TV tuner let us watch cable without any thing or we still need other thing with it to watch tv?

Please help. Thank you.
