TV film help

I don't know if anybody can help here. I saw a film a number of years ago on the TV and it had Billy Zane in it where he was a new taxman in a small rural village where it transpired nobody had paid any tax for years! (Bit of a rom com).

I missed the end of it for some reason but it was a really sweet film and I'd like to see it again (just so I could see how it ended really).

I think it was called "the taxman" I looked for it on some of the DVD sites but haven't been able to locate it. It may not be available as I don't think it was a very big budget film.

If anyone does know where I can locate a copy of it I'd be grateful for any tips!

I've tried both IMDb and e-bay. Unfortunately there are two films which get confused there is this one:

which is the wrong title. It is a completely different film and it is the one which keeps coming up.

The one I'm looking for is this one:

Ignore the picture (they've even confused it themselves) Just read the review, you'll see they are talking about two entirely different films.

I have not been able to locate the latter anywhere.

edit: Just found out it is also known as "Promise her anything" and " Love and Debt" just to confuse the issue even further!!! :confused:
