The light is Heritage Springer. Make sure you order the lighted one. Bringing yourself to drill 3 holes in the fender is the hard part.
 
Looks like you'll have to fab (or have someone fab) one up, then send it to the chrome house Probably cost you about $400 if you do it yourself, or have a friend that is handy with sheetmetal fab one up for beer and pizza or what ever. Largest expense will be show chrome. Or get one from a Dyna, and modify/fab a mount for it. I haven't seen under the cover on an FLHR, but I'm sure there is something you could tack an "L" shaped bracket onto to mount the battery box too, then screw through the bottom under the rubber pad. Just make sure you leave it so you can put the old cover back on in case you decide it looks like ass.
