Turbo car smoking, but VERY situational? And are CT9 turbos in US cars?

The engine is a 4efte from Japan Starlets GTs/Glanzas. Anyway, the engine was a JDM engine. It was fine up until about a month ago. It smokes when I sit at a light after 5 minutes of driving up till about 15 minutes of driving.

Doesn't smoke while accelerating or driving (unless I coast in neutral in that 5-15 minute time window). Doesn't smoke at start up. ONLY sitting still after I had been driving to a certain point.

After the car has been on the road for that long (15+ minutes), it won't do it again.

It's a very heavy smoke, lingers for a long time. If I take off after leaving a cloud, and there's no wind - it won't disappear for a good 10 seconds. It's not head gasket, I'm positive. It's oil. Very burnt smell.
Not sweet at all.

Uhm, since it's so conditional - is it possibly some kind of turbo issue? What would cause it to only smoke in a certain time window like this?

The turbo is a CT9, it comes factory on the engine. Do these turbos come on any cars sold in America? They're pretty expensive new online - hoping to find one in a junkyard if you guys know of any cars that have them.

Any answer will help tons. I've tired of smoking everyone out or having to turn off my car before I get to a light so I don't smoke.

Thanks
Chris
I'm trying to avoid buying a manifold and new downpipe and everything else by swapping turbos.

If there's other turbos that match up to the same exhaust lines let me know.
