It probably came out sometime between '90-'93, and was laid out in the style of Monkey Island and Full Throttle (though definitely released before Full Throttle). The graphics were bright and cartoony, and all I can remember about the story is that you played as a kid, and it spanned across a town. At some point early in the game the town's water is turned into some kind of muck or mud, and the city center's water fountain is visibly affected. Hopefully someone can ID it based on these somewhat vague details.
