i was trying to get the bright colors to stand out.. kinda like a black light, but i've read that those were harmful to fish.. so i was wondering what type of light i could use to bring out the colors...
Regular fluorescent should work and is available at any good LFS. I've found that if you have a dark gravel, it also makes the fish appear brighter. If you're using a white or very pale substrate then your fish will appear dull.
Marine lights show the colours of marine fish brilliantly but I'm not sure about freshwater's.
