Trying to find the name of a Sega game, strategy/god genre?

You played as one of four gods -- one of which, I remember, was named Oberon -- controlling your own section of the 'world'. You had to build up through the ages and attack the other gods. I spent *hours* on this game and can't remember the name and can't find one that matches it on Wikipedia's list of Sega Genesis games. Please help!
