Trying to derestrict my Suzuki SQ50QT, bolts won't budge?

I've brought my moped into the engineering department at school to remove the exhaust restrictor plate, and I've put it up so I can get underneath it but when I try to undo the bolts between the exhaust and the engine, they won't budge.
The only option I have is to use allen keys, which I have the right size, but I've put a ton of strength into it and still neither of the two bolts will come out. Any advice on getting these stubborn bolts to budge?
